ADDRESS BY HIS EXCELLENCY, HON. MAI MALA BUNI, YOBE STATE GOVERNOR -ELECT, ON THE OCCASION OF THE PRESENTATION OF CERTIFICATE OF RETURN AS DULY ELECTED GOVERNOR OF YOBE STATE ON 28TH MARCH, 2019, AT INEC STATE HEADQUARTERS, GUJBA ROAD, DAMATURU.
Alhamdulillah, we give thanks to almighty Allah (SWT) for seeing us through the election period peacefully and successfully. Today, in this auspicious occasion, we are witnessing the climax of the election process with the presentation of Certificate of Return to my humble self as the governor-elect, My Deputy His Excellency Alhaji Idi Barde Gubana and our 24 members-elect of the state House of Assembly.
We are humbled with the peaceful conduct of the elections in the state which was generally rated by both international and local election observers as transparent, free, fair, credible and acceptable signifying tremendous improvement in the electoral process through the various reforms.
The Independent National Electoral Commission (INEC), had no doubt enjoyed full scale independence and executed its duties free from interference and influence. The sufficient compliance to the provisions of the electoral law by the Commission, gave more credence to the elections.
The outcome of the election was therefore, a true reflection of the people’s verdict. It was also an account, that the votes of the electorate truly count.
I wish to seize this opportunity to commend INEC for being upright to its responsibilities during the elections and, I was more impressed with the swift measures taken by the commission to address emerging challenges by ensuring timely and adequate deployment of personnel, materials and equipment for credible and acceptable elections.
While celebrating your success in this election, l implore the commission to always be fair and just as you have done in this election, in protecting the peoples will and respecting their choice,. With these attributes, the business of conducting elections will always be easy, transparent and acceptable. You should also carefully study the election process over and over again, to identify areas that should be sustained and those that need improvement. By so doing, INEC will continue to improve to the admiration of all.
I want to specially recognize the important roles played by our security forces throughout the electioneering period for a safe, secured and peaceful elections. It is gratifying that there were no incidences of violence throughout the period. The civility demonstrated by the officers and men of the security outfits makes you good ambassadors of your various organizations.
To the good people of Yobe state, the confidence you reposed in us will be adequately justified. We shall strive to ensure continuity, consolidation and expansion of the achievements recorded under the leadership of His Excellency our Governor, Alhaji (Dr) Ibrahim Gaidam Fcna, Fcpa, to make life more meaningful to every citizen of the state.
The commitment and fairness of the APC administration gave the electorate a sense of belonging and, this made elections across the state more peaceful and easier. The achievements recorded by the Governor Ibrahim led administration remain selling points for our party and the candidates at all levels, which translated into such a huge success.
I want to thank our traditional and religious leaders who always preached peace. I appreciate the election observers, monitor groups, as well as, the media who kept eagle eyes on the election process so to promote justice and fair play and, for our democracy to thrive.
I can not end this address without recognizing candidates from other political parties who appreciated our competence and willingly pulled out of the race to support us. Your goodwill is highly appreciated.
Let me make a special recognition of our brother, Ambassador Umar Iliya Damagum, the People’s Democratic Party (PDP) governorship candidate, who after putting a good fight, conceded and called to congratulate us. He has made his position very clear, that he will not be going to the tribunal to challenge the election.
Ambassador Umaru Iliya Damagum, by this singular act has truly earned my respect and confidence. He has by this action demonstrated statesmanship by showing that the interest of the State supersedes his personal interest.
Now with the elections over, we will in the years ahead concentrate on programs that are of collective interest and benefit to the people of the State. We will pay emphasis to policies and programs that will project the lives of the people.
I therefore urge all and sundry to join me in the task of moving the State forward. This is a collective project. It is the Yobe project.

Governor Zulum Appoints Alhaji Mustapha Umar Aliyu as New Emir of Biu

The Borno state Governor , Prof. Babagana Zulum has approved the appointment of His Royal Highness, Alhaji Mustapha Umar Mustapha Aliyu as the new Emir of Biu following the demised of his father Late Alhaji Umar Mustapha Aliyu who died on Tuesday 15th September, 2020.
Governor Babagana Zulum of Borno state made the appointment in a letter conveyed in a message delivered to the new Emir by the state Deputy Governor, Alhaji Umar Kadafur and the Secretary to the Borno State Government (SSG), Alhaji Usman Jidda Shuwa on Monday in Biu.
The letter reads ” His Royal Highness, Alhaji Mustapha Umar Mustapha Aliyu ( Midala), is hereby appointed as first class Emir of Bayo to be known and recognized as “Emir if Biu” comprising of Biu, Bayo Hawul and Kwaya Kusar local government areas with the headquarters in Biu”.
Governor Zulum said ” in exercise of the power conferred on the Executive Governor by section 7(1) of the Borno state Local government laws 2020 and Section 5 of the Chief’s (appointment and dethronement) Law. Cap. 25 of Borno state 1994 following order, “.
“The order may be cited as First Class of Emir Biu appointment order 2020.”, the letter added.
The Emir is expected to be turbaned at a letter date after some traditional rites in accordance to the culture and traditions of the Emirate.

Television (YTV), Governor Mai Mala Buni has approved the appointment of experienced casual staff working at the two stations.
Commissioner for Information, Home Affairs, and Culture Hon Abdullahi Bego, revealed this when the officials of the Radio, Television and Theatre Art Workers Union (RATAWU) paid him a courtesy visit at the office in Damaturu.
Bego said the governor had after approving millions of naira for the total overhauling of the two stations directed for formulation of all strategies that will ensure effective implementation of the digitization process.
The commissioner also said, “His Excellency Hon. Mai Mala Buni is passionate about the digitization process of the media organizations in the state especially when it comes to equipment, staff strength and capability.
“The next step is the training and retraining of the staff of the two media organisations for efficiency in the execution of their job,” Bego disclosed.
He said the casual staffs billed for employment were serving at the stations for more than eight years while others five to six years without permanent appointment letters.
“We feel it is good to employ them taking into cognizance their experience in the system and dedication to duty.”
Bego commended RATTAWU among other members of the organization for their effort in informing, enlightening, and entertaining the public at all times.
The chairman of RATTAWU, Comrade Nasiru Illiya, while speaking, said they were at his office to register their gratitude to the giant stride of Governor Mai Mala Buni, especially on the digitization of the two media organisations in the state.
“Sir, we are equally very grateful to note that within your short stay as commissioner of Information, we have started witnessing a positive transformation in the sector through the award of contracts worth
millions of naira for upgrading YBC and YTV from analogue to digital transmission.
“As I am speaking to you now, YBC is online transmission live,” Illiya disclosed

His Excellency, the Executive Governor of Yobe state, Hon. Mai Mala Buni ( Chiroman Gujba) has commended the united Nations organizations for helping to address the Humanitarian crisis in the state.
The governor spoke this morning in a special session with UN and members of the state executive council at the council chamber government House Damaturu.
Represented by his Deputy Hon. Idi Barde Gubana ( wazirin Fune) who appreciates the upsurge of Sympharty by local, National and international organizations, Agencies such as UNICEF, UNFPA, UNDP, WHO,UNHCR, and others for the support, concerns and kind gesture to the state and vulnerable groups.
The governor, appealed for the UN and other international organizations and development partners to scale up their activities to address humanitarian situation in the state.
During the special session with UN and members of the state executive council at the council chamber of government house Damaturu, the house leader, and commissioners of higher education, environment, Agriculture and natural resources, water resources, women Affairs, Basic and secondary education, Humanitarian affairs and disaster management as well as Home affairs information and culture had a useful discussion,.
In their separate contributions appealed for more fund to rehabilitated and reconstruct basic amenities and health care delivery to help them resume normal life.
Earlier in his presentation, the UN resident and Humanitarian coordinator in Nigeria Mr Edward Kallon, assured that united Nations organizations is poised to deepen its partnership with the state government and other stakeholders to help the state recover and rebuilt from devastation of Boko haram
The UN mission to yobe and other state in the north east is to support the state governments to address the Humanitarian crisis in the region.
We are visiting yobe state at a trying moment when our common Humanity has been severely affected by the COVID 19 pandemic with 56,017 total confirmed cases and 1,076 death in yobe state within the same period, he said.
Adding that between 2017 and 2019, the UN and partners mobilized over US$2.5 billion and provided Humanitarian assistance to 5.6 million people annually including food, water,sanitation, shelter, education and health assistance in northeast Nigeria.
In appreciation of UN Humanitarian support to yobe state, the governor has presented special gifts to the UN delegation.
