Borno Government Convenes Town Hall Meeting to develop citizen centered 2021 budget

In preparation.of the 2021 budget and it’s commitment to ensuring citizens driven budget that catered for the yearnings and aspirations of it’s citizens, the Borno state government has held a Town Hall meeting to enable citizens contribute to the formulation of the 2021 budget.

While speaking at the Town Hall meeting which held at the Multi purpose Hall of the Government House, Maiduguri on Thursday, the Borno state Governor, Professor Babagana Zulum said ” it is my honour and previlage to be in your midts this morning on the occasion of a town Hall meeting in order to interact and discuss fundemental issues on 2021 budgeting for Borno state “.

The governor who was represented by his Deputy, Alhaji Umar Kadafur said
” As you may be aware budgeting is an annual event leading to compilation of draft Budget with variety of aspirations and needs of the people. This occasion is a clear demonstration of our commitment to ensuring transparency in budget process that will address the yearnings and aspirations for our people”.

” Let me inform this gathering that our aspirations in 2020 budget were largely compromised due to the emergence of COVID 19 global pandemic crude oil price crushed which undermine our federation account allocation, valued Added Tax and other sources of revenue are equally affected by tthe economic melt down caused by the pandemic”, he added.

Governor Zulum further said ” the 2020 projection of N146 .89 billion was revised to N108.billion due to the negative effect on our projected revenue as a result of COVID 19 pandemic. The implication of this made our projects and programme suffered a implimentatiin challenges. I therefore, urge the good people of Borno state to bear with this administration as we are committed and resolute in the provision of dividends of democracy in line with our 10 point policy trust*.

In his keynote address, the Borno state commissioner for Finance, budget, planing and economic Development, Hon Adamu Lawan said “the participants at this occasion include top functionaries of this Administration which include the Secretary to the State Government, Head of the Civil Service, Honourable Members of Borno State House of Assembly, Permanent Secretaries, Chief Executives of Extra-Ministerial Departments & Agencies, Traditional Rulers, Chairman and Members of Civil Society Organizations (CSOs), among other invited guests too numerous to acknowledge individually”

*It is indeed my honour and privilege to welcome His Excellency, Prof. Babagana Umara Zulum, fnse, mni, the Executive Governor of Borno State to this very important occasion, a Town Hall Meeting for the 2020 Revised Budget and 2021 Budget preparation. We are highly delighted and elated for His Excellency’s gracious acceptance to fully participate at the occasion. His Excellency, the Executive Governor is well known for his commitment to the needs and desires of the people at all times. His Excellency, is always at the forefront when it comes to matters affecting the masses and generality of the citizens of Borno State.”, Hon Lawan said.

He said ” the purpose of this occasion is to engage citizens to enable them interact and provide inputs in the Budgeting process aimed at meeting the State’s Fiscal Transparency, Accountability and Sustainability (SFTAS) in tune with His Excellency’s Good Governance proclamation as captured in the SDP Document, with a vision aims to be both inspiring and ambitious, while also being practical. Already, the Ministry of Finance, Budget and Economic Planning has constituted a Budget Working Group (BWG) with representative of Civil Society Organizations (CSOs) and members of the organized labour which is another way of engaging the citizens directly in budget preparation process.”

“It is therefore my sincere hope and prayer that by the end of this Town Hall meeting, the citizen’s needs aimed at elevating their welfare, will be captured and incorporated into the State’s 2021 Budget. The people of Borno State are very pleased as they are being carried along in the budgeting process, ” further stressed.

The commissioner said ” the Town Hall meeting is the second under the Dynamic Leadership of His Excellency, the Executive Governor of Borno State. The first held on 22nd July, 2019 was successful and fruitful. However, due to the emergence of the COVID – 19 pandemic that affected the global economic and subsequent fall in oil prices and reduction in production level, revenues accruing to the Government from this and other sectors fell.”

He assured that that ” I would like to seize this opportunity to assure this august gathering that the Department of Budget and Planning will be alert to its responsibilities by ensuring that all budgetary procedures are strictly adhered to by all MDAs as spelled out in the 2021 Budget Call Circular. Accounting officers are advised on use of Proper organizational and economic codes and appropriate narrations must be followed to avoid mis-appropriation of scarce resources. Equally, they are also reminded to be mindful and ensure transparency and prudent utilization of scarce public resources. ”

In his submission, the chairman , Network for Civil Society, Amb Ahmed Shehu who was represented by the NLC chairman, Comrade Bulama Abiso said ” during the 2020 Town Hall meeting the civil Society organisations submitted 50 demands and out of that 20 have already been executed by the state government . In preparation of 2021 budget, we went to the 27 local government areas and had an interfaced with different club, civil society organisation faith base organisations came up with this compendium .”

In their desperate submissions, the National Council for Women society, Nigerian Bar Association, Physically Challenged associations NLC as ND other groups commended the government for the opportunity and called on.the government to pay more attention on women and youths empowerment, job creation, health care, provision of water supply among others.

Lone Yobe PDP Legislator Returns Home to Apc

Hon Lawan Sani Inuwa, the only member of the PDP in the Yobe State House of Assembly, has decamped to the APC and was received by H.E Gov. Mai Mala Buni at the Government House, Damaturu today.

Hon. Lawan Sani Inuwa hails from Nguru Local Government and represents the people of Nguru Central at the House of Assembly.

The legislator was accompanied by the State Party Chairman Alh. Adamu Chilariye, party secretary Alhaji Abubakar Bakabe and others at his meeting with the governor.

H.E Governor Buni welcomed the House of Assembly member for returning home, saying he and the member have always maintained contact and communications.

H.E Governor Buni also praised the lawmaker for his decision to move to the APC. He said it’s a decision that reflects the thinking and tendencies of the people of his constituency.

The governor urged political stakeholders in Nguru to embrace Hon. Lawan and all his supporters wholeheartedly, saying the APC family in Yobe is one family sharing common bonds of solidarity and support for one another.

Gov. Buni visits Maiduguri to commensurate with Governor Zulum over the attack on his convoy

The Yobe state Governor, Alhaji Mai Mala Buni was in Msiduguri to commensurate with the Governor, Babagana Zulum of Borno state, the government and people of the state over the recent Boko Haram attack on his convoy that resulted to the killing of over 12 gallant security operatives.

While commensurating with Governor Babagana Zulum at the Government House, Maiduguri on Tuesday, Governor Buni said ” I am here on behalf of myself, the government and good people of Yobe state, I am here to commensurate with you over the recent unfortunate attack on your convoy where many gallant security operatives were killed.”

” We are with you in prayers. I want to assure you that you have the prayers and support of all Nigerians. This is a trail, as a leader one must face such challenges from time to time,. You should not be detected , your efforts in ensuring peace and resettlement of Internally Displaced Persons ( IDPs) will surely succeed”, he added.

He urged him not to relent , as Nigerians are with him in support and prayers and that surely the insurgency will soon be a thing of the past.

Governor Buni said ” I believed one thing one cannot take away from you is your commitment to the service of your people. Borno was the epicenter of Boko Haram insurgency at time Borno experienced bomb blast more than two to three times a day but thank God this is over. By the grace of God very soon all these will be thing of the past”.

Responding, Governor Babagana Zulum of Borno state thanked the governor for the visit, saying that ” I want to use this opportunity to convey our deep appreciation to you, the Executive Governor, of Yobe state for coming to commensurate with us at this trying moment”..

” The relationship between Borno and Yobe state cannot be over emphasized. Any time there is an event or happening in this state you always identify with us. I want to assure you that the government and people of Borno state will always identify with you in what ever you are doing we will support you in whatever you are doing both at state and national levels”, Governor Zulum added.

Gov. Zulum’s convoy attack, Borno National Assembly members visits Maiduguri to condole him

Borno National Assembly members were in Maiduguri on Monday on a condolence and solidarity visit to commiserate and sympathized with Governor Babagana Zulum over the recent Boko Haram attack on his convoy near Baga where 8 policemen and 3 members of Civilian Joint Taskforce CJTF were killed.

While speaking, at the Government House, Maiduguri on Monday the leader of the delegation who is also a Former Borno state Governor, and Senator representing Borno central, Senator Kashim Shettima said ” we are in Maiduguri to show our solidarity and commiserate with the governor, government and people of the state.”

Senator Shettima said ” I urge the people of Borno state to continue to be resilience and endour these, by the grace of God endouring peace will sure come. I believed the people of Borno have the resilience and the courage to see that enduring peace is enthroned in our father land.”

“Much importantly we urged the people to give the maximum support and cooperation to government and the military establishment to see that peace is established in Borno,” he added..

The Former Governor said ” I have the confident and believe that Governor Zulum’s commitment to ensure enduring peace in the state.”

While responding, Governor Babagana Zulum of Borno state thanked them for the visit and assured his administration commitment to rerun all Internally Displaced Persons (IDPs) back to their homes safety and dignified manner.

” We have to do something to address the security challenge in the state before it further deteriorates. The situation in the state is very dicey, obnoxious and will not be allowed to remain like that otherwise the insurgents will take over Maiduguri,, the governor stressed

He further said that “there is need for us to stamped our resilience with a view to build peace and stability,” .
