Borno government has no plan to Ban Keke Napep operations In Maiduguri – Gov. Zulum

By Madu Mohammed, Maiduguri

The Borno Governor, Professor Babagana Umara Zulum on Tuesday has refuted the rumour going on that the state government planing to ban Tricycke popularly known as (Keje NAPEP)

The governor while addressing hundreds of the Keke Napep operators at the Musa Usman Secretariat Maiduguri on Tuesday said the goverment has no plan to Ban NAPEP but intends to strictly regulate their activities in order to address social and security concerns growing in Maiduguri.

“Two weeks ago, I invited and hosted officials of your various associations to a meeting at the Government House. I explained the issues we are faced with and the fact we are not banning Keke NAPEP but to strictly regulate them. I know how important Keke NAPEP has been. It is the most sorted means of transportation for majority of our brothers and sisters in Maiduguri. I know that thousands of residents depend on Keke NAPEP to go to many remote locations that are off major roads,” Professor Zulum added.

He further explained that . I am also not insensitive to the political values of Keke NAPEP operators who are in high numbers. If I should be political, I can say that from statistics of the 2019 electoral processes, more than 80 percent of Keke NAPEP operators openly supported me and campaigned for my election. I know all these. However, governance is about enforcing sanity. People know that we are facing influx of displaced persons to Maiduguri and some unknown persons are trying to exploit our situation. We have disturbing information about the influx of Keke NAPEP from different parts of the country into Maiduguri. Almost on a daily basis, dozens of Keke NAPEP are brought into the capital so much that the number of Keke NAPEP has become very alarming. We intend to strictly regulate the influx of Keke NAPEP into Borno State,”.

“we intend to thoroughly establish the identities of those who own and operate these Keke NAPEP and issue regulatory identification numbers to every Keke NAPEP and operator. We also intend to reduce the number of Keke NAPEP operators but as I told your officials two weeks ago and also repeated yesterday during the budget presentation, we are bringing in 100 taxis and 50 buses and these taxis and buses will be allocated to qualified operators of Keke NAPEP as alternative means of transportation. How could I have contemplated ban when government has not provided alternative transport and means of livelihoods for operators.‎ We all know that no amount of taxis and buses can replace the convenience Keke NAPEP affords residents because of portability and ruggedness that make them access every location” Zulum said as the operators responded with thunderous ovation. ,” he added.

The Governor called on the operators to obey traffic rules and assured them that government will not for the sake of regulation, disregard the interest of majority of its citizens.

“Rules are to serve majority of citizens not the other way round. We can’t introduce policies that we know will be unpopular with those that voted us into office”, Zulum added.

The Governor later invited officials of associations for another meeting during which he was to incorporate them in the formulation of all regulatory steps he was considering.

  • KaaKaaKey; creating the best impact for the Fombina Emirate

By Adamu Muhammad Dodo

It is a good 2021 year ending, heralding a better year 2022 at its best, the choice of Ist January for the historic turbaning ceremony of the first KaaKaaKey Adamawa, with the Adamawa Emirate, Fombina Dynasty, Dr. Abubakar Abba Tahir.

First, signifies excellent, serving as metaphor associated with Tahir; the pioneer, among other works of life, American University Staff, the first not only Adamawa indigene but Nigerian citizen to be appointed AUN’s Vice President for University Relations; a credit worthy, candid candidate with the successful mandate to lead community engagement initiatives; to foster relations between the university and her host community and other larger publics. What artistically defined, aesthetically designed public relations function!

In community service as a corporate social responsibility, the apolitical Tahir is the first and still the only critically, creatively conscious candidate in the state, working the talk about effective and efficient media practice and against quackery in public relations profession, by not only establishing the first of its kind media and language training institute in the northeast, if not the entire northern region but also allocating slots to the entire media organisations, public relations establishments and correspondents’ chapel, among others in Adamawa state, for free training of their members of staff, since inception about five years ago.

Tahir, additionally donated an office to serve as secretariat of the Nigerian Institute of Public Relations, NIPR, Adamawa state chapter.

Tahir, in addition to being a mentor, facilitator and instructor, is an all media rounder who befittingly defeats Robinson Crusoe for being master of all the media genres.

An exemplary journalist, public speaking, event management, communication and PR consultant, Tahir started as a broadcaster with the Nigerian Television Authority, NTA Yola, in the defunct Gongola state before switching to print media; magazine and national newspapers to serve in different capacities, then moved to the radio genre, beginning with the Voice of Nigeria, VON, in the then Lagos headquarters, before taking appointment with Adamawa Broadcasting Corporation, ABC Yola, as general manager to fine-tune the radio station, in tune with the modern times.

After the successful tenure at ABC Yola, AUN was established and Tahir was charged to lead the public relations functions of the university. The experiences, the forward looking thoughts and the selfless spirit for mentioning, jointly moved him to establish the Konngol SilverTongue: Media and Language Training Institute in the heart of Fombina dynasty, few kilometers from the Adamawa Emirate Council in Yola where he will be turbaned as the pioneer KaaKaaKey, interpreted to mean “the spokesman”, the newest appointment that confers on him, the full responsibility for the protocol, communication and public relations affairs at the Adamawa Emirate Council, with a view to creating the best impact for the Fombina Emirate.

By means of social responsibility reciprocity, the media managers, the NIPR Adamawa state chapter, the Konngol Alumi and those training, have jointly assured their support in ensuring adequate publicity and media coverage of the KaaKaaKey coronation and Qur’anic recitation graduation of the Tahir’s nine siblings: Muhammad Fodiyo, Muhammad Sambo, Muhammad Dikko, Muhammad Mojallo, Rukayyatu Ardo, Surayyatu Suuri, Habiba Barkaaji, Bilkisu Bajjo and Hauwa’u Kannge.

The turbaning ceremony scheduled for Saturday, 1st January, 2022, will hold from 10am, while the graduation ceremony will hold from 2pm at Lewru Baraaji Home, No. 2 Muqaddas Street, Off Lamido Zubairu Way, Yola Town Byepass, Yola South local government, central senatorial district, Adamawa state, northeast Nigeria.
