Speech Delivered by His Excellency, Governor Mai Mala Buni at the Flag Off of the Presentation to Farmers of 100 Tractors Procured by the Yobe State Chapter of the North-East Commodity Association (NECAS) at the August 27th Stadium, Damaturu on Wednesday 24th July 2019

PROTOCOLS

Of the key issues that our nation grapples with, two are very important and integral to our capacity for long term, sustainable development. They are agriculture and food security.

With changing weather patterns due to global warming and with the steady rise in our country’s population, food security has become even more important to national security. Even the United Nations has identified “Zero Hunger” as the second most important focus of its Sustainable Development Goals (SDGs).

Food security is the idea that we should be self-sufficient in food production, because no nation can truly be secure unless it is able to feed its people. To achieve that, we must end the decades-long under-investment in the agricultural sector and take all the measures necessary to increase productivity and support small-holder farmers.

This is why today’s event is very significant. Because while the federal and state governments are doing our best to support our farmers, government alone cannot do everything. The private sector has to chip in.

I therefore commend the effort of the North-East Commodity Association (NECAS) for the procurement of these 100 tractors which will be distributed to farmers and farmers’ cooperatives across the 17 local government areas.

As the raining season sets in, this will surely boost farming activities, especially in the rural areas. As we all know, mechanised agriculture is always more productive and more promising than agriculture that is done through human muscle power or manual labour.

I was told that since it was set up with funding from the CBN-supported Anchor Borrowers’ Programme, NECAS has also provided some of our farmers with agricultural implements and inputs on loan. And in his speech a short while ago, the state chairman of NECAS has spoken about all the other achievements of the association so far. I commend them for doing so much to our farmers.

As I said in my inauguration speech, we will partner with both governmental and non-governmental entities and organisations to develop agriculture in the state and to continue to support our farmers with all the inputs and implements they need to increase production.

The NECAS chairman has also spoken about the need for us to intervene in the current restriction on fertilizer procurement and transportation across the North-East and across Yobe State in particular due to security reasons.

Let me say that this is an issue we have already taken up. We have opened discussions with the relevant entities on the issue, and we are confident that very soon, the challenge will be addressed, Insha Allah.

I also wish to say that the state government will look into your request for office accommodation and farm demonstration plots. At my direction, the acting Secretary to the State Government will hold a meeting with the relevant government agencies to address all the issues and problems that the NECAS leadership has drawn our attention to.

With that being said, it is now my distinct honour and privilege to symbolically flag off the distribution of the 100 tractors procured by NECAS to our farmers and farmers’ cooperatives across the state.

Thank you for your attention. May Almighty Allah (SWT) bless us all and give our farmers a bountiful rainy season.
